Perspective
These kinds of harpoons were used to strike a killing blow into the area near the blow hole of a whale. The larger point has notches in the antler to create barbs which would have prevented the spear from coming away.

Significance
This has been tooled like a reverse sakku where the head is inserted into the shaft rather than over it. The hole on top indicates that it would have been attached with a line and therefore, could have been detachable like a harpoon.
